Human remains found more than four decades ago in eastern Independence have been positively identified as Kimberly Lawanda Carter, a 19-year-old Black woman who disappeared in Kansas City, Missouri, in 1984, authorities announced Thursday. The identification has renewed a decades-old investigation into her disappearance and suspected homicide.
Carter was last seen on July 5, 1984, when she left her young children with a friend and went to work — the final confirmed sighting of her alive, police said. Her remains were originally uncovered by a construction crew in 1988, but they remained unidentified until recent advances in DNA testing led investigators to match them to Carter’s family.
Backstory
Carter’s disappearance has lingered as one of the Kansas City area’s most enduring mysteries for more than 40 years. Born March 21, 1965, Carter, a mother of three, was reported missing when she failed to return home after leaving work in the evening. She had reportedly called a friend from “somewhere in Kansas,” asking for a ride home and saying that a man had offered her a lift, according to police records.
In August 1988, a construction crew uncovered a human skull in a remote area of eastern Independence. An investigation at the time recovered roughly 40% of a skeleton. Advances in DNA analysis were not then available, and no identification was made.
In 2024, Missouri lawmakers approved funding for forensic genetic genealogy, allocating $1.5 million to support identification of unidentified remains. Partnerships between the Missouri State Highway Patrol and genealogy laboratories enabled investigators to apply modern DNA techniques to Carter’s case, among dozens of others. Preliminary results in May 2025 showed a familial match, confirmed as Carter’s remains in July.
Police said foul play was suspected at the time of her disappearance and continues to be suspected in her death. A criminal investigation remains open. Investigators are urging anyone with information about the case to contact the Independence Police Department or the TIPS hotline.
